Why Pornhub Blocked 7 States (And What It Means for Your Platform)
In January 2023, Louisiana became the first state to require strict age verification for adult content websites. Pornhub's response was unexpected: they blocked access to the entire state.
Since then, Pornhub has blocked six more states: Texas, Utah, Mississippi, Virginia, Arkansas, Montana, and North Carolina—affecting millions of users.

The Louisiana Law That Started It All
Louisiana Act 440 (effective January 1, 2023) required adult content websites to verify that users are 18 or older using one of these methods:
- Digitized identification cards (driver's license, passport)
- "Commercially available database" checks (third-party age verification services)
- Any other "commercially reasonable" method
The law imposed penalties of up to $10,000 per violation, with each user who accessed content counting as a separate violation. For a platform with millions of Louisiana users, the liability exposure was enormous.
On the surface, this seemed straightforward: just check IDs and you're compliant. But Pornhub saw a fundamental problem.
Why Pornhub Said "No"
When Louisiana's law took effect, Pornhub published an open statement explaining their decision:
While safety and compliance are at the forefront of our mission, giving your ID card every time you want to visit an adult platform is not the most effective solution for protecting our users, and in fact, will put children and your privacy at risk.
Their Concerns Were Three-Fold:
1. Privacy Invasion
Traditional age verification requires users to upload:
- Photos of driver's licenses or passports
- Selfies for facial recognition matching
- Full names, addresses, birthdates, document numbers
Pornhub argued: "Would you feel comfortable sharing your most personal information with a random website?"
For adult content specifically, the privacy implications are even more sensitive. Users don't want their real identities permanently linked to their viewing habits.
2. Data Breach Liability
Storing millions of government IDs creates a massive data honeypot. If breached:
- Users' real identities would be linked to adult content usage
